Evaluating the effectiveness of the implementation of regional and municipal target programs

The article reveals the peculiarities of the implementation of regional and municipal target programs. The authors define benefits of using program-target method in the strategic management area; identify the place of program-target method in the structure of territorial strategic planning; reveal the objectives, targets, methods, tools and resource base of the regional and municipal programs. The authors propose the ways of optimizing the structures of regional and municipal programs; single out the main criteria and indicators for evaluating the effectiveness and efficiency of regional programs in the framework of sustainable socio-economic development of the region. Main performance indicators of municipal programs are pointed out, and the extent of their relevance for the evaluation of sustainable development potential of the territory is revealed. The authors carry out the calculation of relative indicators that reflect the dynamics of the effectiveness of target programs, depending on the dynamics of their number in the current year in the region. The ways to improve the effectiveness of regional and municipal target programs by their separation and periods of implementation, ensuring their continuity in the achievement of an integrated effect are proposed. The recommendations of the regional bodies of power and administration to improve the effectiveness of the implementation of major regional and municipal target programs in the short and long term are given.
