Assessment of effectiveness of managing a tourism destination competitiveness

The article studies the issue of assessing management in recreation and tourism sector, achieving the optimal ratio of market and public methods for regulating that area which plays an important role in social and economic development of the country and greatly stimulates the rate of GRP growth, increases revenues of tourism companies and regional budget revenues, and cuts the unemployment rates. Tourism destination is defined. The range of tasks aimed at increasing tourism competitiveness for both tourism companies and governing bodies of individual regions is recognized. It is revealed that competitiveness of a tourism destination is an important indicator, a major tool, and an object of control action by the governing bodies of a subject of the Russian Federation and local authorities. To introduce a universal approach to assessing the competitiveness of a tourism destination, a number of methods of the domestic management practice are analyzed, with the purpose of developing the optimal method; an attempt to identify the essential content of competitiveness of a tourism destination as a system, quantity and structure of indicators that demonstrate the effectiveness of managing its competitiveness is undertaken. A number of regional strategies is considered, with the purpose of modeling a possible direction of increasing effectiveness of state governing bodies of a subject of the Russian Federation and local self-governing bodies, and developing the plan according to the best “practice.” The algorithm for calculating integral assessment of managing tourism destination competitiveness on the example of the tourism destination of Perm Krai is presented.
