Estimation of the efficiency for using the tunnels of the Chelyabinsk underground

The article deals with the problem of the existing tunnels of the Chelyabinsk underground. The analysis of its current state is carried out, various options for completing the metro and creating a light rail transit (LRT) using underground tunnels are considered. Seven options for completing the construction of tunnels are considered in the article: conservation of all underground construction objects for possible use in the distant future; complete construction of the first underground line; construction of a start-up line from 4 stations; construction of an isolated system of three stations; connection with the underground line to the Severo-Zapadny District; connection with the underground line to the Metallurgichesky District; connection with the underground line to the Metallurgichesky District with the addition of the connection with the underground line to the Severo-Zapadny District. With the help of the developed multimodal transport macromodel of the Chelyabinsk agglomeration, created using the PTV VISUM software, the passenger traffic is estimated. The calculation of technical and economic indicators is made. Conclusions have been drawn that there is no alternative to federal financing for the completion of the construction of underground railways and the transition to operation in the version of an underground metro or a high-speed tram with underground sections. The efficiency of the current operation of any of the considered options (operational payback) due to insufficient passenger traffic is considered to be negative.
