At present, there is no single comprehensive approach to measuring the efficiency of the procurement process of public organizations, not only at the level of ministries, but also at the level of regions and organizations. In practice, the efficiency of government bodies and organizations in the field of procurement is formally assessed using performance indicators, without taking into account all aspects of procurement activities. The article examines the existing methodologies for assessing the effectiveness of public procurement activities. The study analyzes the existing methodologies for measuring the efficiency of the procurement process of state organizations in the regions of the Northwest Federal District, as well as departmental approaches to measuring the efficiency of the procurement process, reflected in the methodologies of the Ministry of Economic Development, the Ministry of Finance, the Federal Tax Service (FTS), and the Federal Antimonopoly Service (FAS). The analysis of the procurement efficiency assessment methodologies developed by the NWFD regions revealed the main problems in determining the efficiency assessment of public procurement. Taking into account the fact that modern conditions require the development of the innovative function of the public procurement system as the main tool for the implementation of the main directions of the Strategy for Innovative Development of the Society and the Concept of Sustainable Development of the Society, the authors have developed a methodology for the assessment of the efficiency of the procurement process, which allows taking into account the innovative aspects of public procurement for the development of its innovative function.
