The article deals with the problem of assessing and standardizing the quality of services provided by cultural establishments, and states methods of their calculation. The structure of the standard is represented by a combination of two elements: a standard of the process of creating conditions for service provision and a standard of service provision. The proposed system of monitoring public services allows not only to establish the extent to which the quality of public services actually meets the standards, but also to analyze services in dynamics or in terms of providers of such services.
