The problem of human resources in the higher education system seem to be key. It is the level of personnel potential of the University will ultimately depend on the level of qualification obtained by the graduate. The educational system is fundamental for the development of society as a whole, which actualizes the need to identify criteria for the evaluation of personnel and the formation of the system of attestation of activities, in accordance with the requirements of the time. The basis for increase of efficiency of personnel potential of the University is to develop professional standards, determining the level of competencies of staff. It is important to understand that evaluation system should take into account the different forms of assessment, taking into account the specifics of the University.
