The local government closest to the people. The subjects of the Russian Federation formed a new system of municipal authorities, which to the greatest extent focused on the real and sustained growth in living standards, to increase their social activity, as well as the fullest realization of the creative potential of self-organization and self-management of all members of the local community. It actualizes the problem of formation of professional and high-quality staff of the municipal service, which continues to be reformed within the framework of the Federal Program, approved by Presidential Decree of 10 March 2009 number 261. Consideration of personnel potential topics and personnel policies as a whole in the state bodies, primarily due to the that the stock of knowledge about the laws and characteristics of socio-economic life in the period of construction of market relations in the majority of civil servants them, including management and senior managers do not meet the urgent requirements of the day, and the instruction commitment practically exclude any creative approach to work.
