Assessment of the mechanism for realization of industrial policy regions: applied aspects of the "smart" development concept

The development of strategies and programs for the development of industry and its complementary sphere of high-performance infrastructure services involves identifying areas and mechanisms for strengthening sustainability, which is most relevant for open monospecialized regions experiencing permanent shocks to global industry markets and the consequences of the «Dutch disease» of the resource-oriented model of the Russian economy. Diagnostics of new trends in the industry structure and determination of the vector of updating the industrial policy of the regions require the use of a new analytical platform: the principles of «smart» and unique development and рlace-based approach. The authors propose indicators for determining long-term changes (for example, the medium-term period of 2006-2016), the industry structure, specified for monospecialized regions of the metallurgical profile of export orientation, which allows you to adjust the mechanism for implementing industrial policy and develop measures to support industry markets. Assessing the adequacy of institutional support from the perspective of the principles and criteria of «smart» development, developing a system of indicators for monitoring and analyzing progress towards reformatting the sectoral structure of the economy can improve the efficiency of executive authorities. The pilot assessment of industrial policy documents proposed by the authors, combined with an analysis of the advantages, assets, and industry trends of the regional economy, can expand the tools for choosing the development vector of open subjects of the Federation specializing in the metallurgical industry.
