Assessment of potential and selection of sites for the development of park projects in the region

The current state of the Russian economy, insufficient development of small and medium-sized businesses, a decrease in foreign investment, and the need for import substitution increase the relevance of issues of stimulating the development and placement of industrial parks. The purpose of the article is to develop theoretical principles that reveal the methodology for organizing the activities of industrial parks, and to develop practical recommendations for improving the mechanism for their creation. The process of creating an industrial park in a municipality is initiated by the local government by selecting and proposing an investment site that meets the basic conditions for the formation of a park structure. Preliminary selection of land plots that are promising from the point of view of creating an industrial park on the territory of a municipality is one of the main stages and conditions for its successful functioning. The article proposes a mechanism for assessing the potential and justifying the rational choice of land plots for the location of industrial parks. The authors propose assessment stages containing characteristics that allow sites to be ranked and an informed choice to be made. The practical significance of the work lies in the fact that the methodological provisions, conclusions and recommendations contained in the work can be used by authorities when creating industrial parks on the territory of constituent entities of the Russian Federation.
