Assessment of Russia's food self-sufficiency in the context of foreign trade restrictions

Throughout the existence of food security as a scientific category, the approaches to its definition and assessment have been improved under the influence of various factors, including economic shocks. Currently, shocks related to foreign trade restrictions are relevant for Russia and the world, which cannot but affect approaches to food security and food self-sufficiency as its factor. Indicators of the latter, which allowed assessing the country's readiness to future trade restrictions, do not function properly when these restrictions have already occurred and need to be improved. Emerging problems can be solved by focusing on rational norms, rather than on actual consumption when assessing the country's food needs. In 2021, the production of meat, fish, sugar, cereal and vegetable oil is sufficient to cover Russia's domestic needs. There is no self-sufficiency in vegetables, fruits, dairy products and potatoes. There is not enough fish on the domestic market despite high catch volumes due to high exports. To prevent this, self-sufficiency indicators should be correlated with actual food availability.
