Assessment of development of the legal aspect of targeted training as a mechanism of interaction of stakeholders of the Russian market of higher education

The article is devoted to the consideration of the legal component of the institute of targeted training in the Russian market of higher education from the position of the stakeholder approach, the main stages of development are presented. The relevance of the work is supported by the need to level the opportunistic nature of the interaction of participants in the higher education market, which prevents the formation of prerequisites for achieving a number of key tasks of state regulation of the national economy. In the course of the work, a scheme of trilateral cooperation in the framework of the implementation of targeted admission and targeted training was built, and key trends in the development of the legal component of the institute of targeted training in Russia were identified.
