Assessing the regional effectiveness of a high-speed highway

This article assesses the systemic effectiveness of high-speed rail projects in selected regions of the Russian Federation. The relevance of this topic is substantiated. A model for assessing the regional effectiveness of investment projects is proposed, based on the criterion of real accrued regional income. This criterion takes into account the non-stationarity of the current economic situation in the country and globally, the consequences of implementing infrastructure transport projects for regional enterprises not participating in the project and for the population, the alternative use of resources and their limitations, the behavior of the project investor during its implementation, and a number of other relevant circumstances. A list of internal and external flows of the high-speed rail project is developed, and recommendations for their assessment are provided. Algorithms for calculating the most important external effects for assessing regional effectiveness are presented, based on actual economic data from the project itself, Rosstat data, and forecasts from the Ministry of Economic Development.
