Risk assessment in public-private partnerships models in the healthcare sector

Public-private partnership is actively developing in a competitive market, which leads to an annual increase in the number of projects, as well as the areas in which it is implemented. In the healthcare sector, to a large extent, the presented format of the agreement is conditioned by the need to implement public projects with a large amount of initial investments. To reduce the burden on the state, the presented view is an important tool to use. At the same time, the availability of new ways of interaction and entrepreneurial activity leads to an expansion of the range of risks from both the private partner and the government. In order to prevent them, it is necessary to ensure their timely manifestation and minimization at the stages of the beginning of interaction. The article focuses on the analysis of the specifics of the manifestation of risks of public-private partnership in the field of healthcare. At the same time, in order to identify the practical significance, the features of their analysis and minimization were considered using the practical example of the implementation project of the Republican Clinical Hospital in Kazan. In conclusion, the key features of the regulation of the presented risks, as well as the essence and manifestation of each of them, were highlighted.
