Assessment of compliance with problems and goals in the development strategies of Russian megapolises

The aim of the study is to assess the dependence of the strategic development goals of megalopolises in the Russian Federation on the structure of the problem field of their functioning. In the course of the analysis, the main problems of the development of Russian megalopolises were identified, and the ranking of problems by their quantitative representation in urban development strategies was carried out. The analysis of the content of the strategic development goals of megalopolises and their quantitative and qualitative correspondence to urban problems is carried out. The work found that strategic goals are not always tied to the solution of the problems of the development of a megacity. The results obtained can be considered as a zone for improving the methodological foundations of strategic planning, ensuring the targeted formation of a strategy for the socio-economic development of a megalopolis based on problems.
