Assessment of the level of state support for the agroindustrial complex of the Russian Federation and priorities (key directions) until 2030: federal budget level

The research is devoted to assessing degree of the state support provided to the agroindustrial complex of the Russian Federation. The article presents an analysis of the scale of state aid to agricultural producers and the main directions of the development until 2030. The priority directions of the industry's development, defined by the strategic documents and government programs, are being considered. The assessment is based on the analysis of the amount of funding allocated to support agriculture, food and related industries. Various forms of government assistance are being investigated, including subsidies, concessional loans, tax incentives, and investment programs. The study identifies key factors influencing the effectiveness of government support for agriculture. The indicators of productivity, profitability and competitiveness of agricultural enterprises are analyzed, as well as their impact on the country's food security. Special attention is paid to identifying priority areas for the development of the agro-industrial complex until 2030. The issues of modernization of production, introduction of innovative technologies, professional development and development of the export potential of the industry are considered. The assessment of the level of the state support is carried out on the basis of actual and planned indicators, as well as the calculation of projected values of budget allocations for financial support of expenditures on the agro-industrial complex of Russia and the construction of the trend with a level of reliability of values. The structure of the federal budget expenditures by sections and subsections of the functional classification in the context of the national economy shows that from 7 to 12% of the federal budget is allocated annually for the development of agriculture and fisheries: in 2019 - 10.2%, in 2024 - 12.4% of the total share of allocated funds. It is concluded that it is necessary to ensure an integrated approach to the formation of forms, methods and volumes of the state support for agriculture, taking into account the quantitative and qualitative aspects of implementation mechanisms.
