Assessment of the level of resource use at the regional level (the case study of the Vologda oblast)

The article presents the results of the assessment of the level of resource use at the regional level. The author's approach to this assessment is developed on the basis of critical analysis of the existing methods. It consists in determining the share of used resource located within the territory. The article presents the results of the testing to assess the level of the use of two major groups of economic factors that determine the resource capacity of the territory. They are considered as key factors in the economic growth theory. The 2010-2013 statistical records of the Vologda Oblast are a basic for the testing. The author shows that the region has significant potential for using natural resources and involving them in the production process. In our opinion, the attraction of bank funds, as well as the efficient use of cash resources could be the basis for the financing of large investment projects in the medium and long term.
