Evaluation of the influence of the federal center for cardiovascular surgery on cardiovascular disease detection rates in Penza region

Cardiovascular diseases are the scourge of the modern age. They must be combated both globally and domestically. Evaluation of the effects of various programs and projects is an urgent task for public administration, since the conclusions and results obtained determine the formation of the following bills, etc. By 2008 only one of the seven federal centers for cardiovascular surgery (Penza) had been put into operation as part of the implementation of the National Project “Healthcare”. There is a problem of a lack of qualified personnel. Such results have contributed to a social debate about the appropriateness of using funds for the construction of such centers. This study is aimed at assessing the impact of the mentioned center operation on cardiovascular diseases detection rates while using a synthetic control method, which makes it possible to mitigate the assumption of parallel trends in the experimental and control groups.
