Assessment of the maturity of IT-infrastructure in government agencies: methodology and practical application

This article presents a comprehensive study of the methodological foundations and practical aspects of assessing the maturity of the IT-infrastructure in the public authorities of the Russian Federation. A comparative analysis of current methods for determining the level of technological maturity is carried out, taking into account both international practices and domestic methodological developments. A gradation model of the development of the public sector IT-infrastructure is proposed, including the final stages of the introduction of electronic document management, the formation of data-based management systems and the achievement of complete digitalization of management processes. Significant methodological limitations of modern approaches to assessing the maturity of the IT-infrastructure have been identified. Recommendations are formulated to improve the assessment methodology with an emphasis on the need for an integrated assessment of the effectiveness of digitalization for various groups of stakeholders in public administration.
