Another Failure of the «Lawyer’s Monopoly» Supporters: the Judicial Department Announced the Verdict to the Federal Chamber of Advocates

The article analyzes the statement made by a representative of the Judicial Department under the Supreme Court of the Russian Federation at the meeting of the Council of the Federal Chamber of Advocates (FCA). Official data were presented revealing a large number of cases of lawyers failing to appear at court hearings and the inability of the FCA and regional bar chambers to address this problem effectively. Based on the analysis of these materials, the author concludes that the Russian bar is facing a disciplinary and organizational crisis, having lost its selfregulatory capacity and reputation as an institution supporting justice. The situation undermines the FCA’s arguments in favor of introducing an «lawyers’ monopoly» and demonstrates the urgent need for structural reform of the Russian legal profession to ensure accountability, transparency, and true independence from administrative control.
