It is argued that the correctly set goals of the state are a force standing above the state if we take as a starting point the nature of the state, that is, permanent physical relations, and look for the upcoming goal in the transformation of these relations, then this will be the key to peaceful development, and in any case, this way the goal can be realized much sooner than a revolution, which, as far as we know from historical experience, almost always ends in severe despotism. From all this, we see, the author believes, that much depends on a correct understanding of the relationship of the state goal to the nature of the state and its functions. The author also believes that experience itself indicates how closely the development of states is connected with their goal; management is conducted in accordance with the goal and laws are issued to achieve the goal. After all, it is the idea of the whole that can be realized and supported only by a continuously acting force that forces respect for a common goal and, if necessary, has the ability to force it.
