Limitations and key areas for the development of spatial planning in order to improve the financial system of the macroregion

The article presents some results of a scientific study of the problem of improving investment cooperation between Russian regions, conducted by the author in the period 2017-2020. The purpose of the article is to systematize the limitations of coordinated strategic planning, taking into account the spatial factor in the subjects of the Russian Federation and the areas of its development in the context of the formation of macro-regions and their financial systems. Achieving the research goal required solving the following tasks: 1) analyze the provisions of the Strategy of Spatial Development of Russia until 2025; 2) consider the conceptual approaches and identify the limitations of coordinated strategic planning, taking into account the spatial factor in the subjects of the Russian Federation, as well as propose key areas for its development. Methods: the solution of these problems became possible using a systematic approach, methods of comparative analysis, synthesis, generalization. Results: the prospects for the development of coordinated strategic planning taking into account the spatial factor are associated with overcoming its organizational, institutional and information constraints, expanding the use of new mechanisms and tools for interregional cooperation. Conclusions. The effectiveness of spatial planning in the context of the formation of macroregions depends on creating and maintaining a base for strategic planning, understanding the problems and limitations of development, taking into account local specifics improving interregional relations, involving local businesses in the planning process, clarifying roles and responsibilities, as well as partnerships between key participants in interregional integration. The interaction of regional authorities and administrations should be aimed at creating an infrastructure and institutional conditions for cooperation that ensure the interests of all its participants, regardless of their status and sphere of influence. The implementation of interregional cooperation should be coordinated at the level of macro-regions in accordance with their development strategies and programs. The expansion and deepening of regional cooperation in the field of spatial planning, its qualitative changes require the coordination of directions, mechanisms and forms of cooperation in the strategic documents of regional development.
