This article substantiates the restrictions on the rights and freedoms of man and citizen in the Russian Federation. The work examined and analyzed the laws of the Russian Federation, international documents and scientific works of Russian scientists. Additionally, we examined the activities of the Constitutional Court of the Russian Federation, the state of emergency mechanism and the status of a citizen under martial law based on the title of the topic of this article. A whole range of constitutional rights and freedoms is considered, which is in no way subject to restriction of human and civil rights in the Russian Federation. At the same time, the significance of the right to appeal to officials who illegally restrict the rights and freedoms of citizens is also highlighted.
