Oppositional political parties as a necessary condition of parliamentarism

This article contains the definition of oppositional political party and some arguments of its importance for normal functioning of democratic parliamentary regime. The conditions conducive to the creation and development of the political opposition are researched. At the theoretical level the question about formal equality of parliamentary factions and political parties is considered. The author emphasizes their actual inequality in the Russian Federation and the privileges of the ruling party.
