Defining key stakeholders in socio-economic development strategies of the Russian Federation regions

Introduction: the Federal Law "On Strategic planning in the Russian Federation" obliges the regions to formulate socio-economic development strategies. The regions comply with these regulations; however, not everywhere strategies become a real management tool. When developing strategies, it is necessary to analyze the socio-economic situation of the region, which is complicated by the conflicting interests of various stakeholders.
