Determination of moral and ethical requirements in level of legal consciousness and national self-consciousness of municipal employees in a sovereign government

Research relevance: In a sovereign country formation, independent, democratic and legal government and consolidation of society, are quite important to determine issues of need in increasing moral requirements for municipal employees in order to increase their level of legal consciousness and national self-awareness and the need to create a highly qualified municipal service, the driving force of which is its cadres. Research materials and methods: analysis of moral requirements legal consciousness level and national self-awareness of municipal employees in a sovereign government and directions necessary for analysis and evaluation of personal qualities of municipal employees. They are considered as a special social community with their own qualitative parameters, corporate interests, common values, norms and traditions, connections and authority. Research objectives: analysis of modern practice, indicating an increase in the number of corruption offenses and showing the consciousness of some part of municipal employees. Research results: in modern period, there is no more significant task for the state system in Kyrgyzstan than the formation of a special social stratum of professionally trained and morally educated municipal employees who can guarantee high social efficiency and impeccability of the work of government bodies. Conclusion: in this regard, in the future, we will propose in the Basic Law of country to fix the obligation to respect and observe the Constitution as a separate provision.
