Optimization of distribution of youth age groups by training programs in the context of uncertainty

The article presents results of the modeling of staffing needs of the real economy in the Republic of Crimea applying the developed mathematical model based on the fuzzy-set approach of Bellman-Zadeh. The model takes into account the uncertainty of the initial data on the needs for qualified specialists according to the types of economic activity, as well as the uncertainty of a different type. The model is quite adequate for application both in terms of labour shortages and with consideration of the increase in unemployment. It takes into account the demand for personnel in the real economy and the availability of budget-financed jobs according to the main programs of training. To find the optimal distribution of entrants by training programs the authors has used the meta-heuristic optimization algorithm.
