Optimising cooperation among TV channels and civil society of contemporary Russia (based on TV programs in city of Ozyori, Moscow region)

Empirical base of this study consists of the program releases “Panorama” of the Ozery Local Television Broadcasting. Having analyzed the news/media policy, the author concludes that within the overall TV networks in Russia, it is only the local TV channels that primarily meet the public’s requirements. In view of their objective specifics, local TV channels cover relatively not very large territories: small towns, districts and settlements. This makes it possible to efficiently structure communication lines, to shape a feeling of identifying oneself with a particular territory, or in other words, to foster closer bonds with specific territorial values which, in turn, helps in the formation of a civil society.
