The article deals with the experience of fight against beggary and vagrancy in the Tobolsk Province in the late XIX and early XX centuries. This Western Siberia region has been a refuge of exiled, convict and tramps over extended periods. Being aware of the complexity of the situation, local authorities and society initiated various measures to improve and stabilize homeless and beggars situation. Siberians opened Houses of Diligence at their own expense and provided charity support to the poor.
