Distant e-assessment and e-examination of learners under the pandemic

The direct and collateral damage being caused to all areas of public life by the novel Covid-19 coronavirus predetermines the irreversible, unprecedented demand for distant learning technologies to ensure uninterrupted education and training. The changing run of education and training market is about to completely dissolve physical boundaries between the institutions involved, and their geographical remoteness will no longer serve as an obstacle for those wishing to enrol. The first stage of the ‘natural selection’ will eliminate education and training institutions incapable of operating remotely; the second will unseat establishments with learning products of poor quality. Effective internal evaluation policies determine the quality of learning deliverables. Internationally pedagogical testing, not to be confused with psychological, thanks to its advantages, remains admittedly the most widely spread tool to diagnose student learning outcomes. The deficiencies revealed by the pandemic such as educator low digital literacy and institution infrastructural e-unpreparedness can be well compensated for by the use of public cloud-based software as a service to deliver evaluative and other types of training sessions. Unlike civilian education and training establishments, the capabilities of their military counterparts when working with public cloud-based solutions are limited, which creates the compelling need to revisit regulatory acts in the fields of education and training, use of personal portable devices, and utilization of open information computer networks for governmental agencies.
