Historical experience of social infrastructure formation in implementation of the investment programme “Construction of the Baikal-Amur railway Mainline and economic development of its region” is investigated. The scientific analysis of the specific character of patronage movement on BAM is carried out. Conditions and influence of efforts of state, party and Soviet bodies on formation of social infrastructure are presented.
