The article is devoted to the analysis of the experience of the ?Basic Research and Higher Education Program? that is being implemented jointly by the Russian government and American grant-awarding foundations. Major program purposes and results are analyzed; successful approaches to program management and integration of research and education are identified. Limitations and restrictions of current organizational and legislation basis in the area of integration of research and education are summarized.
