Experience of implementation of layered training system in a departmental higher educational institution of the state fire service of the Russian Ministry of Emergency Situations

Introduction. Elaboration of new pedagogical methodologies at the Higher Educational Institutions of the System of State Fire Service of the Ministry of Emergency Situations for training specialists in the sphere of fire safety is very important, as the readiness of the graduate requires a large scope of knowledge, practical skills and abilities with regard to fire fighting, recovery operations, fire authority, etc. Results of the Survey and Discussions. The analysis of the graduates’ training revealed a number of the problems for the solution of which a research was conducted and a layered training system aimed at the quality improvement of professional training at the expense of mastering additional programs was developed. These programs are in the sphere of professional activity and carrying out professional tasks as part of air mobile grouping to cure the effects of emergencies of natural occurring or man-made character. Training Sequence according to the additional programs is lined up with due regard to studying subjects and internship in the frame of the principal educational program of higher education. New forms of training actualizing semiotic, simulation, social models of contextual education aimed at formation of students’ motivation for deepening of theoretical material, getting skills and abilities are worked out for optimization of the educational process in terms of a layered training system. Conclusions. Implementation of the offered model having a significant professional orientation in the educational process contributes to the quality improvement of preparation and quick move of the graduates from their studies to working careers at fire services units of the State Fire Service of the Russian Ministry of Emergency Situations after graduation from the educational institution.
