Providing further professional education for reserves of chief police officers from the Russian MIA law enforcement territorial agencies

The paper reveals lack of elaborated job requirements to the positions of chief police staff in regard with each level of management in law enforcement agencies. Therefore, the required bulk of professional knowledge and skills is difficult to provide in the further professional education curriculum for future chief police officers, which blurs the final outcomes of training. Despite the system of law enforcement staff reserves' training established by the Russian MIA Order No. 385 “On Approval of Procedure of Organization of Staff Training for the Positions in Law Enforcement Agencies” dated March 31, 2015 being logical, the effectiveness of further professional education has decreased due to the arrangement of learning groups at law enforcement territorial agencies regardless of the trainees' entrance level and their specialization. The authors suggest solutions to the outlined problems through the developed professional standard “Manager” for law enforcement agencies with different contents according to each level of management activity. The structure of law enforcement territorial agencies chief police officers reserves' training includes two main areas: for divisional chief police officers within the law enforcement territorial agency focusing on advanced study of organizational questions concerning the activity of a specific unit, and for deputy-chief positions in law enforcement territorial agencies with emphasis given to the general organizational activity.
