The organizing of interrogation via videoconferencing within the Russian Federation

The conducted criminalistics research is based on the changes in the criminal procedure legislation of Russia on the possibility of interrogation by means of videoconferencing, as well as the established requirements for its organization. Various approaches to this type of interrogation, the grounds for conducting it using digital means of communication, organizational conditions for its preparation, conducting, and fixation are considered. It is established that the production of a new type of interrogation via videoconferencing differs significantly from the traditional content of interrogation while maintaining the general requirements for its form. The problems of establishing psychological contact with the interrogated person, determining the role of an official executing an order to interrogate a person at his location, neutralizing tactical risk associated with the abnormal operation of equipment and communication networks, and admitting to the participation of a lawyer (a defender) are revealed. The investigators are offered the authors' recommendations on the preparation, conducting, and recording of interrogation via videoconferencing.
