Organization and issues of improving the effective development of municipalities in the constituent entity of the Russian Federation (on the example of the Starooskolsky urban district of the Belgorod region)

Currently, the legislation on local self-government is beginning to develop taking into account the new law on public authority. The Starooskolsky City District of the Belgorod region is considered as an experimental platform for studying the experience of urban districts in solving socio-economic problems. However, one of the ways to increase the efficiency of municipalities was the introduction of urban districts. However, the Starooskolsky city District, having consolidated resources, still cannot cope with the assigned powers in the socio-economic sphere without the financial support of the state power. It is necessary to further study the experience of municipal and urban districts in connection with the upcoming changes in our legislation.
