Organization of intellectual selection in the sphere of state civil service based software-target approach

In work the concept of intellectual selection is revealed. Mechanisms of intellectual selection in the state civil service are analyzed. On the basis of the program-target approach, ways of solving the problems available in the procedure of competitive selection in the civil service are proposed.
