Organization of local self-government in the interests of the population

Human rights and freedoms are the highest value. In the Constitution of the Russian Federation, local self-government has chapter eight, which fixes the basic norms on local self-government. Article 2 of the RF Constitution states that the observance and protection of human and citizen's rights and freedoms is the main duty of the state. This duty extends to all spheres of public activity, in particular to local self-government. Local self-government as an expression of the power of the people is one of the foundations of the constitutional system of the Russian Federation.
