Organization of an independent assessment of information openness at educational institutions

In connection with Russian education entering the international market of educational services, new algorithms and models of educational activity have been developing, they involve not only abandonment of irrelevant approaches, but formation of modern understanding of such phenomena as educational services, education quality and its guarantees; comprehensive assessment of education quality, combinating external and internal evaluation. One of the most urgent issues today is development of an independent assessment system of education quality. The article presents the experience of organization assessment procedures within the framework of the regional system of education quality independent assessment. The technology of independent quality assessment of schools has been worked out on the basis of theoretical substantiation of approaches to "quality education" definition. We present forms, methods and means of independent evaluation of information openness at educational institutions of the Buryat Republic. Taking into account the obtained data we reveal the integral index of educational institutions’ information openness, identify the difficulties and problems experienced by schools in work out of websites.
