Organization of the formation and use of human capital in the agricultural sector

Human capital as a key factor of economic development of the country is marked in almost all strategic documents of the Russian Federation. Today, the study of problems related to the efficiency of agricultural production, are simply not relevant without study personnel component. The paper set out the material, revealing the features of the formation of human capital in the agricultural sector. The stages of reproduction of the human capital in agriculture and highlights the main destabilizing factors influencing this process. The authors emphasize that the qualitative characteristics of human capital depends not only and not so much on the value of investments to its reproduction, but on the content of the institutional framework in which the reproduction of it. A main factor in the quality workers should be education. The paper presents a scheme of the Common Agricultural educational space in the region, which should make it possible to provide continuing education for the professions of agriculture; effective use of scientific and pedagogical personnel potential, material and technical base, financial investments; integrate training and development with science and industry; create new conditions for training, retraining and advanced training of agricultural workers. In every region of the country should have a strategic approach to the key issues to improve the quality of human capital in the aggregate at the level of regional public authorities and local self-government, and at the level of agricultural enterprises in the region. The article presents the priorities of the public authorities and the agricultural enterprises to implement policies in the region in the field of reproduction quality of human capital in the agricultural sector.
