Work organization of rental centers with technical means of rehabilitation for disabled and disabled children

One of the tasks of the state program of the Russian Federation "Accessible environment" for 2011-2020 is to improve the system of work organization of rental centers with technical means (TMR) of rehabilitation for disabled and disabled children. The relevance of this work includes the analysis of regulatory, financing mechanisms, range of TMR for children and adults on the basis of comprehensive analysis of existing rental centers throughout the Russian Federation with the goal to solve one of the tasks of the State program of the Russian Federation "Accessible environment" for 2011-2020. The goal is improvement of the system of organization of the rental centers of TMR. Technical means ensure the availability of social infrastructure, eliminate barriers. TMR is necessary for disabled people with disorders of the musculoskeletal system, vision and hearing. A large number of TMR rental centers throughout the Russian Federation appeared because of the need for disabled people (disabled children) and elderly people in the temporary provision of TMR. The relevance of the organization of TMR rental centers is caused with the following factors: the long time period between the need for a disabled person, a disabled child in a rehabilitation tool and the timeliness of its provision, the limited list of provided TMR, the provision of TMR only if there are recommendations in the individual rehabilitation program (habilitation), as well as the provision for disabled who have in use faulty TMR, which need to be repaired or maintained, for the period of repair or maintenance, citizens in need of TMR for medical reasons (including those who have suffered injuries, surgery), for the period of rehabilitation. The legal bases, sources of financing rental centers with technical means of rehabilitation, and also the range of TMR in rental centers for adult disabled and disabled children of 237 rental centers with TMR in 9 Federal districts of the Russian Federation are analyzed. The service for temporary support of TMR is in demand by disabled, people with limited mobility, and parents of disabled children. The advantage of providing the service like «rental center with technical means of rehabilitation» by a state organization is the targeting, availability. TmR rental is a convenient service for operational support of disabled, disabled children, including children from 0 to 3 years with technical means of rehabilitation.
