Managing the investigation of terrorist attack and hostage-taking

The study looks at the main types of common terrorist activities today. The paper identifies the recent trends in the behavior of terrorist groups such as information psychological impacts, an increased geographical spread of terrorism, better managed terrorist attacks (the creation of global and regional terrorist centers). All these difficulties should be considered at the initial stage of the investigation. Based on the information available, an algorithm for further investigation is being developed. The progress of an investigation is described in two typical situations: terrorist bombings and reports of possible terrorist attacks. Negotiating is regarded as a pivotal stage of a hostage-taking investigation; the characteristics of this process are determined. The research emphasizes that the involvement of investigation teams enhances the effectiveness of a terrorist offense investigation since it allows one to simultaneously handle a large amount of crime-related information, rationally plan and carry out investigative actions.
