Introduction: the article discusses the organization of the activities of the Department of Internal Affairs of the Irkutsk Regional Executive Committee (hereinafter referred to as the Department of Internal Affairs) in terms of the organization of the search for persons in 1968-1985. The organizational and staff structure of the units designed to perform the functions of the search, the organization and control of this activity, the methodology of individual operational search activities aimed at establishing the location of various categories of wanted persons are investigated. The normative legal acts of the Ministry of Internal Affairs of the USSR and ATC IO aimed at improving this activity in the studied region are being studied. Materials and Methods: the research materials were articles by scientists, the norms of the legislation of the USSR and the RSFSR, departmental acts of the Ministry of Internal Affairs-the Ministry of Internal Affairs of the USSR (RSFSR), archival documents. The methodological basis of the research is a complex of general scientific methods, such as analysis, synthesis, comparison, and special methods: historical-legal, system-structural, comparative-legal. The Results of the Study: allowed us to reveal the process of development of the organization of investigative work in the system of the Ministry of Internal Affairs of the USSR in 1968-1985, to identify factors affecting the effectiveness of this activity, to clarify the procedure for searching for certain categories of citizens, to highlight certain organizational and practical aspects of the activities of the units of the Department of Internal Affairs of the IO in terms of the implementation of the function of the Soviet state in the field under consideration, to introduce into scientific circulation previously unpublished archival documents of the period under review. Findings and Conclusions: the analyzed materials allowed us to reveal the specifics of the forms and methods used by the law enforcement agencies of the USSR in general and in the Irkutsk region in particular, aimed at searching for fugitive criminals and locating missing persons, and also allowed us to evaluate its effectiveness.
