Health care quality and health care inspection

This article examines quality and inspection criteria in dentistry. The inspection of health care quality in dentistry in a state dental clinic is exemplified. Those criteria allow critically important information for the timely intervention. The medical care quality system (MCQS) includes the following elements: 1) assessment of condition and use of personnel and material resources of a polyclinic; 2) examination of process of delivery of health care to specific patients; 3) studying of satisfaction of patients with the stomatologic help in a polyclinic; 4) calculation and the analysis of the indicators characterizing quality and efficiency of stomatologic help; 5) detection of the defects of quality of the stomatologic help and other factors which have made negative impact and entailed decline in quality and efficiency of medical care; 6) preparation of the recommendations for the head targeted at the prevention of the defects of quality of stomatologic help and promoting improvement of quality and efficiency of stomatologic help; 7) choice of the most rational management decisions and carrying out operational corrective impacts; 8) control of implementation of management decisions. Main types of correction of the quality level and efficiency are educational, organizational and disciplinary actions. Disciplinary actions or measures of punishment are extreme means in attempt to achieve improvement of MCQS. Participation of all officials in implementation of the system is creative, and is not reduced to mechanical accomplishment of objectives. Constantly during the implementation of this system and its adaptation it is exposed to correction and development.
