Organization of the procurement system at the municipal level

This paper considers the importance of the municipal procurement system in realization of social and economic objectives that are being completed by municipal authorities. The author provides the definition «municipal procurement system», reveals features of general subsystems and institutions that are participants in organization of the procurement at the municipal level including customers and bodies with authority in the sphere of procurement. The options and peculiarities of functioning of institutions are revealed, legal base that is required to the implementation of municipal procurement is described in the city of Stavropol. In addition the main stages of collaboration of contract system participants during procurement procedures are marked - from planning to contracts. The measures to the effective and resultative functioning of the procurement system are suggested.
