Management consulting organization of state authority and local government bodies (case study: Volgograd region)

The article is devoted to the method developed for management efficiency increase of the state authorities and municipal government activity. In the current situation outsource management consulting is considered to be a tool for solving the problem. The author reveals the essence of management consulting in the context of Social System Theory, considers the nature of current consulting processes in government agencies and states feasible the use of the Audit Chamber potential as an optimal subject of outsource management consulting of the state authorities and municipal government bodies.
