The organization of management in the field of protection of the surrounding environment

In this paper there are considered separate issues of the system of organization of state power in our country in the field of ecol- ogy, existing at the present time on the basis of the current existing advanced domestic legislation, both central and regional, involving norms and rules of the Soviet period, and a number of foreign constitutions. Therefore, there are examined the powers of both the legislative and executive branches of government in managing water, forest resources, mineral resources and other natural resources. The competence of the state leader, the RF Government, Ministry of Natural Resources and Environment of the Russian Federation, the Ministry of Agriculture, other federal departments, agencies, services and other organizations, engaged in the coordination of the protection and exploitation of nature, is considered in the article. The actualization of the direction of research is also in the fact that after the March 2018 presidential election the formation of the new structure and management system in the considered area of public relations would be possible. While supporting this approach, the article authors nonetheless believe that it is necessary to maintain continuity in the issue, which will serve as a good foundation for the effective development of the Russian state.
