The goal of the article is to consider the importance of changing the organizational culture in higher education institutions in the context of the current market requirements. The authors analyze the phenomenon of organizational culture and neighboring terms, expand manysidedness of organizational culture. In the article there is described the objective factors, influencing the situation in higher education institutions and making necessary of organizational culture transformation. Also in the article there is done the research of organizational culture in the Siberian Academy of Public Administration. The research is made with the help of K.Cameron and R.Quinn methodology (OCAI).
