Organizational and institutional aspects of the recruitment channel mechanism of the Russian political and administrative elite

The article emphasizes the relevance of increasing the sustainability, efficiency and effectiveness of the functioning of the recruitment channel of the political and administrative elite. The author summarizes theoretical and methodological aspects of the elite recruitment channel from the higher education system. The paper develops a structure of the organizational and institutional mechanism for recruiting political and administrative elites from the higher education system. The author formulates a set of measures and tools that ensure the functionality of the recruitment channel mechanism.
