The managerial economic mechanism optimizing human resources attraction into the far east regions by case study of the Kuril islands

The article examines the managerial economic mechanism focusing on attracting human resources to the remote regions of the Far East by case study of the Kuril Islands. The authors analyze dependence of migration processes in the Kuril Islands from the state programs of territory development. The authors propose a number of measures aimed at improving the economic status and population growth of the Kuril Islands, including creation of free economic zones, building of a science city, introduction of preferential tax treatment, development of the tourism industry.
