Organizational and legal aspects of countering vagrancy and begging in the Russian Federation

Introduction: the article is devoted to analysis of the organizational and legal aspects of countering vagrancy and begging. The authors of the study identify the thesis of the necessity of developing a concept of normative and institutional regulation of the issues in Russian legal practice as the main goal of the research. Materials and methods: the study is based on the current legislation of the Russian Federation, as well as on the modern theoretical developments of domestic researchers dealing with the problems of studying the phenomena of vagrancy and begging in the context of legal and sociological knowledge. Methodologically, the work is based on the application of general scientific methods of analysis and synthesis, as well as special scientific methods (hermeneutical, axiological, and historical). Literature review: the authors have taken into account the contributors of such scientists as M.A. Buchakova, A. Yu. Gordeev, M.M. Silkin and others in the development of the problem of combating vagrancy and begging. Results: the results obtained by the authors during the conducted research have practical significance and can be used in the law making and law enforcement activities of the legislative and executive authorities of the Russian Federation. Discussion and Conclusions: the developments proposed in the article for regulating the problems of vagrancy and begging in the Russian Federation suggest the use of a consolidated approach, combining administrative measures and the activation of public structures regarding the implementation of society's protective measures against illegal actions committed by this category of the population, as well as ensuring measures aimed at minimizing or stopping illegal actions by vagrants and beggars.
